Before anyone was checked, WAFFL locked the entry list (entries hash), committed to a secret (seed hash) and named a future XRP Ledger. The order is a Fisher–Yates shuffle of the entries sorted by handle, using SHA-512(secret:LEDGER_HASH:entriesHash). Candidates are checked in that order; the first ones that pass win.
